Millions in global aid for Iraq sits unspent

BAQOUBA, Iraq (AP) ? Outside the crumbling elementary school, goats feed on trash strewn across the front yard. Inside, the ceiling is rotting, toilets don't work and students scrunch hip-to-hip behind narrow desks.

Millions of dollars in international aid to build and repair Iraq's dilapidated schools have for years gone unspent. Now, Iraq's government risks losing the funding as the World Bank weighs whether some of it would be better used elsewhere.

The dilemma is one that echoes across the international aid community ? whether to continue financing a government with vast oil resources and a $100 billion annual budget or divert the assistance to needier nations. It also reflects growing frustration over the bureaucratic hurdles and contracting problems that have kept the money from being used.

The spending delays have left buildings like the scruffy al-Min elementary school in the former insurgent stronghold of Baqouba, 60 kilometers (35 miles) northeast of Baghdad, in limbo. It's one of thousands of schools across Iraq that desperately need money for repair.

"The building looks like a prison, not a school," said headmaster Abdul-Karim Mohammed Sabti. "This is not an appropriate atmosphere for learning."

The education aid is a slice of $1.3 billion in grants and loans the World Bank and its donor nations have given Iraq since 2004 to fund efforts ranging from labor and welfare programs to providing emergency health services and protecting the environment. Initially, the money was intended to help rebuild the country after the 2003 U.S.-led invasion that ousted Saddam Hussein. But the bank maintained the assistance as it became clear the country desperately needed help as it faced years of violence.

More than one-third of the overall assistance ? about $469 million ? has yet to be spent and the World Bank must decide soon whether to extend a deadline for several of the programs to close by the end of June, or face losing grants to rebuild schools.

"When we talk with the government, when we talk to the primary stakeholders in the country, we try to explain to them that it is a pity that this money is just sitting where it is and it is not being utilized," said Marie-Helene Bricknell, the World Bank's special representative for Iraq.

Some of the money may have to be given back and distributed to the world's poorest counties if Iraq continues to sit on it, she said.

"It may difficult for us to argue (to keep) it if Africa needs the money, or if there is another food crisis in the world," Bricknell said. "Given the austerity around the world, it may be very difficult."

But World Bank officials in Baghdad also acknowledged the Iraqi government faced tremendous hurdles in trying to carry out the projects. There was no parliament when the first tranche of funding was provided, and the government was barely functional in the years the nation teetered on the brink in civil war.

The projects have picked up since Iraq's new government was seated in late 2010, but bureaucracy and contracting problems have stunted progress.

The World Bank is the latest foreign donor to be frustrated by Iraq's lax use of reconstruction aid. Billions of U.S. taxpayer funds have been wasted on projects to rebuild Iraq since the 2003 invasion. Auditors and prosecutors say much of the money has been siphoned away in corrupt contracts.

U.S. funding for Iraq is also dropping dramatically following the departure of American troops in December. Congress is considering cutting aid to Iraq by 77 percent and slashing what was initially touted as a $1 billion program for Iraqi police that was to be the centerpiece if the U.S. Embassy in Baghdad's efforts to continue training security forces.

In 2005, the World Bank began giving Iraq an additional $508 million in special loans that have little to no interest to try to speed up the development projects. The loans are normally given to the world's poorest countries, nearly half of which are in Africa.

Iraq is not considered a low-income country by the World Bank and normally would not be eligible for the funds. But an exception was made as Iraq struggled to recover from upheaval. A quarter of Iraq's population of 31 million lives in poverty, and 15 percent are unemployed, according to U.S. data compiled by the Central Intelligence Agency between 2008 and 2010.

Iraqi schools provide a stark example of the problem. Less than half of the $204 million earmarked for education programs has been spent.

Baghdad has asked for more time to spend about $16 million that's left from grants issued in October 2004 to rebuild schools. The Bank has signaled it may extend the June 30 deadline for the grant by another year.

With the roughly $44 million that's been spent so far, Iraq's education ministry has built 37 new schools nationwide and upgraded 133 old ones. Thirteen more schools are under construction and are expected to be completed by June 2013. Another 30 schools were built in Iraq's southern marshlands between 2006 and 2009 under a different World Bank program that cost $5.2 million.

All the 37 new schools were finished over the last 18 months, said senior Education Ministry official Saad Ibrahim Abdul Rahim, who is the agency's head liaison to the World Bank. He blamed the yearslong delay on bureaucratic snarls, a slow cash-flow to contractors and a lack of available land in populated areas upon which to build.

But last year, the ministry won approval from the prime minister's cabinet to build schools on land that belonged to other government agencies, and progress was made.

More than 6 million students attend Iraq's 15,000 public schools. Rahim said at least 5,000 more schools are needed to ease severe overcrowding.

Another $100 million was given to Iraq as an emergency education loan to ease crowding and update the curriculum in Iraq's schools. The project began in November 2005. Since then, the government has spent only $11 million and has three times asked for the loan to be extended in order to keep the money. It currently expires in June 2013.

There was initial optimism when the World Bank reconstruction program in Iraq began in 2004, but that vanished as the country spiraled into a cycle of violence with sectarian fighting and an insurgency that killed tens of thousands of people.

"After the collapse of the Saddam regime, there was a strong feeling that Iraq was going to grow and build a lot of projects," Rahim said. "But a year later there was a lot of sectarian conflict, and a lot of problems that caused a huge delay to all of the projects, in all of the ministries, for the reconstruction of Iraq."

Rahim was confident the deadlines would be met as violence ebbs and Iraq edges toward stability.

The Education Ministry spent $6.9 million of the loan funding last year ? more than six times of what it spent in 2010. By comparison, the ministry spent $19,800 from the loan fund in 2008.

"We are on track now and the project is going ahead, and there are no huge challenges or any big obstacles to slow or detail it," Rahim said.

Overall, Iraq had spent nearly $839 million of the $1.3 billion in World Bank grants and loans as of March 31, the latest data available. That money has helped create cell phone networks, improve drinking water for 600,000 people, rebuild and restock hospital emergency rooms, and train dozens of doctors and nurses across Iraq, according to the World Bank.

It has also paid for several studies to strengthen Iraq's government, reduce poverty and provide forecasts for the oil and gas industry through 2030 ? and any spinoff businesses that can create jobs and generate money.

And it has put 80 million textbooks in the hands of students whose numbers are growing every day. Half of Iraq's population is under 18, according to the United Nations, forcing schools to teach classes in morning and afternoon shifts to accommodate all the students.

In Iraq's northeast Diyala province alone, 381,000 students are enrolled in schools, said local education director Jaafar Moween al-Zarkushy.

Of 870 schools in Diyala, 65 were destroyed in sectarian fighting since 2003, al-Zarkushy said. Another 110 schools are about to collapse, and 17 more have been deemed inadequate because they are made out of mud.

"All students need a place to go to be taught," al-Zarkushy said forlornly. "The signs are not encouraging."

Russia claims new missile can overcome missile defenses

The new missile, which some Russian media said is named the "Avante-garde," was successfully fired on Wednesday from Plesetsk cosmodrome in northwestern Russia, and reportedly hit its target on the Kamchatka Peninsula, several thousand miles away, a few minutes later. The Russian Defense Ministry says the new weapon has a maximum range of about 10,000 miles and can carry a bigger payload than any previous Russian missile.

"This new intercontinental ballistic missile is intended to strengthen the capabilities of Russia's Strategic Missile Forces, including its capabilities for overcoming antimissile defenses," Defense Ministry spokesman Vadim Koval told journalists.

"The missile was built with maximum use of existing components with new elements and technologies developed during the production of fifth-generation missile systems, in order to shorten its development time," he added.

Analysts say the new missile is probably a modification of the Topol-M, a modern, mobile ICBM that is well known in the West and is accounted for under the terms of the new START accord signed by US and Russian leaders two years ago. That treaty stipulates that both sides have the right to modernize their missile delivery systems as long as they remain under a ceiling of 1,550 deployed strategic warheads.

The new missile reportedly can boost into space faster than previous models thanks to a powerful new fuel, which would presumably enable it to outrun any ground-launched interceptors from NATO's European antimissile system.

The independent Interfax agency quoted a retired Russian missile commander, Gen. Viktor Yesin, as saying the new weapon was specifically designed as part of Russia's efforts to counter NATO's antimissile system, which is slated to become fully operational by 2018, as well as other regional shields being contemplated by the Pentagon.

"This is one of the technical means Russia?s political and military leadership has developed in response to America?s global system of missile defense," Yesin was quoted as saying.

Another potential Russian reaction is to deploy short range Iskander-M ground-to-ground missiles in the Russian Baltic enclave of Kaliningrad and around Russia's periphery, in order to be able to strike quickly against US missile defense systems.

Earlier this month, Russia's top general, Nikolai Makarov, even threatened to launch a preemptive strike against NATO's antimissile shield if it appears to undermine Russia's strategic nuclear deterrent.

Russian press reports suggest that the new missile is not only faster in the boost-phase than all its predecessors, but that it may also be able to maneuver during its flight in order to baffle enemy radars and dodge interceptors.

Media reports also say that a previous attempt to test the new missile on Sept. 27 failed, when it suffered an undisclosed malfunction and crashed just 10 miles from its launch site.

Dan Zenka, a prostate cancer patient and a Senior VP with the Prostate Cancer Foundation, appears to have published one of the more intelligent responses to the USPSTF recommendation on PSA screening since Monday?s announcement. Have a look at his blog post.

We live in a delusional world, and cognitive dissonance is alive and well when it comes to things like the value of diagnosing disorders like prostate cancer (and breast cancer) early enough to cure them (if they need to be cured).

This morning there is an OpEd in The Philadelphia Inquirer from Dr. Virginia Moyer, the chairwoman of the USPSTF (under the heading ?Prostate cancer test does more harm than good?). Dr. Moyer reiterates the USPSTF?s position on the lack of value of PSA screening for the majority of American males. Interestingly, and simultaneously, Dr. Michael LeFevre (the vice-chairman of the USPSTF panel) is quoted as follows in a HealthDay article that appears on the Philly.com web site:

Some may say that by rating the test a ?D? we?re taking away the possibility of an informed decision, but we don?t want that to be the case, ? This decision does not preclude a man choosing to be screened.

The dual, fundamental problem about the early diagnosis of prostate cancer that no one is really addressing is that:

  • The potential benefits of early detection (curative treatment that extends life) only really accrue to a relatively small subset of the male population who need early diagnosis, whereas
  • The potential harms of excessive biopsies and over-treatment (with no extension of life) are currently accruing to a much larger group of men who will never know whether they really needed treatment or not.

In addition, there is a third group of men that we can now diagnose (apparently) early and treat (apparently appropriately) with curative intent, but whose cancer ? at the time of diagnosis ? has, in fact, already progressed to an incurable stage, so these men have recurrent disease that continues to progress from micrometastatic to metastatic to prostate cancer-specific mortality over the next 5 to 20 years.

The debate about the value of the PSA test largely ignores these realities. Addressing these realities requires much better and much more specific tests that can differentiate between the 20+ types of prostate cancer that we are now able to identify, along with the knowledge about which of these 20+ types of prostate cancer are the ones that really need aggressive and early treatment when identified in specific individuals.

The other equally critical issue is a much more public acceptance by newly diagnosed patients ? and by the leadership of the prostate cancer treatment community ? that active monitoring (i.e., ?active surveillance?; and not ?watchful waiting?, which is a very different animal) is an entirely appropriate form of management for a very high proportion of men currently being diagnosed with low- and very low-risk prostate cancer (specifically including those with a life expectancy of 15 years or less).

Deep-sea aliens hitched ride by submarine to pristine area

Sure, it sounds like a sci-fi movie: Alien species deep below the ocean latch onto scientists' gear, surface and cause havoc. But it could happen, scientists reported Thursday in a study that concludes those free rides can ruin ecosystems.

"I don't worry too much about deep-sea aliens taking over," lead researcher Janet Voight told msnbc.com, "but the worse-case scenario would in fact be a fundamental change in the ecosystem" if the new species brought with it a disease or parasite.

What triggered the study was the discovery of 38 deep-sea limpets, a kind of saltwater snail, inside a suction system aboard the research submarine ALVIN. They were found just after a dive in 2004 to the deep-water hydrothermal vents along the Juan de Fuca Ridge off Washington state -- and didn't seem like limpets native to the zone.


Voight, who was the mission's chief science officer, said,?"I examined the specimens, and contacted my co-authors to help me understand why these limpets were apparently collected on Juan de Fuca Ridge."?

Further research determined that the limpets were from Gorda Ridge, a deep-water site 400 miles to the south where ALVIN had been a few days before the Juan de Fuca dive.

Clumps of limpets are seen among sea worms at the bottom of Gorda Ridge, from where 38 limpets were mistakenly taken for a ride to another ecosystem.

"We realized instead that they had been collected on Gorda Ridge and 'stowed away'," said Voight, a biologist with the Field Museum of Natural History in Chicago.

Most surprising was that the limpets had survived the pressure change that comes from rising 8,900 feet in a submersible.?

"Our small limpets and their associates accrued somewhere in the suction sampler, perhaps in the corrugated hose, where enough water pooled to keep them alive," the researchers wrote in their study.

So while ALVIN was busy collecting new samples at Juan de Fuca, the Gorda Ridge limpets were hiding out in the hose.

Ships and even air travelers, via shoes or clothes, are also known to redistribute species to new areas, potentially altering local ecosystems.

"In retrospect, we should have cleaned the sampling gear more thoroughly, but we honestly believed that no animals could survive on ALVIN at sea level pressure for more than a day it took to get to the next dive site," Voight said. "We were naive. This is why we are admitting to our mistake, which could have, but we don't think did, introduce this species to Juan de Fuca Ridge. We want to warn other scientists that it is possible."

The danger at Juan de Fuca, Voight said, is that the Gorda Ridge limpets could have established themselves, along with parasites or disease, and potentially wiped out the native limpets.

Voight doesn't think that happened because the Juan de Fuca dive was some 300 feet from any vents, which the limpets need to survive. Still, she adds, "it might be worthwhile to go back to that spot" to check things out.

The team's advice? "We urge our colleagues to assume that physiologically tough stowaways are present on deep-sea research tools and to guard against transport of non-native species by clearing hoses and rinsing containers with freshwater, or even a peroxide solution, and drying tools before transporting them to different sites," they wrote.

The peer-reviewed study was published in the journal Conservation Biology.

No matter.

Even with his feet flat on the ground, Westbrook found a way to get the Thunder rolling past the Los Angeles Lakers and into the Western Conference finals for the second straight year.

After Sessions committed a foul to stop him on the fast break, Westbrook flipped the ball up toward the rim and got it to go in for what would become a three-point play. Westbrook took off toward the scorer's table, pumping his fist as the home crowd celebrated.

There was no turning back after that, and Oklahoma City pulled away for a 106-90 victory in Game 5 on Monday night to knock the Lakers out of the playoffs.

"That was an amazing play," coach Scott Brooks said. "Obviously, there's a lot of luck to that. You put yourself in that position to get a little lucky there.

"I thought from that point on, we really played with great energy on the offensive end, moved the ball and made shots."

Westbrook finished with 28 points, Kevin Durant added 25 points and 10 rebounds and the two All-Stars skipped their usual rest periods to power the Thunder ahead in the second half.

After Westbrook's pair of three-point plays fueled a 14-3 burst that put Oklahoma City ahead to stay late in the third quarter, Durant hit two 3-pointers as the Thunder scored the first 10 points of the fourth to push their lead to 93-77.

Los Angeles never got closer than 13 after that.

"That's a tough team, man. They weren't laying down," Westbrook said. "We got a little down on ourselves and we had to come together and be better teammates, and we did that."

Kobe Bryant scored 42 points for the Lakers and took the briefest of rest ? less than 2 minutes ? in the second half. It didn't even take that long for the game, and their season, to slip away.

Bryant was waiting to check in when Durant connected on his second 3-pointer, just 89 seconds into the fourth quarter. But by the time he got in, there was little he could do ? despite the 13th 40-point game of his playoff career.

After getting eliminated by Los Angeles in 2010 and Dallas in 2011 before both of those teams went on to win it all, the Thunder knocked both out on their way to the West finals for the second straight year.

The only other time the franchise made consecutive conference finals was from 1978-80, including Seattle's only NBA title in 1979.

Once there, they'll face top-seeded San Antonio, which is riding an 18-game winning streak and is the only team other than the Lakers or Mavs to win the West in the past 13 years. The series starts Sunday night in San Antonio.

Los Angeles has followed back-to-back championships with two straight second-round exits.

"I'm not fading into the shadows," said Bryant, a five-time NBA champion with the Lakers. "I'm not going anywhere. We're not going anywhere."

Certainly, not this offseason.

Westbrook made sure of that when he went running to the scorer's table and pumped his fist in the air after his energizing three-point play.

Shares of Facebook continued to slide Tuesday, even as the broader market managed a modest gain, as fallout from the company's IPO last week continued.

The social network?s share price was lately down 3 percent, adding to a decline of 11 percent seen in Monday's session. Facebook is now down 27 percent from Friday's intra-day high of $45 a share. (Track Facebook's stock price here.)

Facebook's market debut on Friday was beset by problems, so much so that Nasdaq said on Monday it was changing its IPO procedures. That may comfort companies considering a listing, but it does little for Facebook, whose lead underwriter Morgan Stanley had to step in and defend the $38 offering price on the open market.?

Facebook, its investment bankers and the Nasdaq market have come under fire for not making sure one of the most anticipated market offerings in recent memory happened smoothly.

When a stock falls below its offer price so soon after an IPO it is considered a disappointment for the company, particularly when the IPO is the most heavily traded ever and concerns such a high profile company.

A number of reasons for the stock decline have been offered by observers. Some pointed to underwriters offering too many shares, while others blamed an overly strong IPO price and worries about slowing revenue growth at the social network.

Also, Reuters reports that Facebook?s lead underwriters -- Morgan Stanley, JPMorgan and Goldman Sachs -- cut their revenue forecasts for the company in the run-up to the company?s $16 billion IPO.

The broader market was edging higher Tuesday amid news that Japan's sovereign rating was cut by Fitch as a political stalemate dimmed chances the country could curb its snowballing debt.

Fitch lowered Japan's long-term foreign currency rating to A plus from AA. It cut the local currency rating to A plus from AA minus. Both were cut with a negative outlook.

The United States and Japan are leading a fragile economic recovery among developed countries that could be blown off course if the euro zone fails to contain the damage from its problem debtor states, the OECD said on Tuesday.

Nasdaq OMX faces short-term costs from its botched handling of Facebook shares on their first day of trading on Friday, but longer-term repercussions could be more expensive as it struggles to restore its image.

Initially, the exchange said it planned to set aside $13 million to resolve bad trades; even if all of that was used, the cost would be minimal compared with the $387 million in net income it reported last year.

China will fast track approvals for infrastructure investment to combat a slowdown in the economy, a state-backed newspaper reported on Tuesday, underlining a call by Premier Wen Jiabao for policies to maintain growth.

Stocks rose more than 1 percent on Monday, with the S&P 500 snapping a six-day losing streak, as equities rebounded from their biggest weekly drop in almost six months.

Male leaders who make mistakes are judged more harshly than women in the same situation

What do employees think of their boss when he or she makes a mistake? According to a new study, leaders who make mistakes are seen as less competent, less desirable to work for and less effective than leaders who do not. And if the leader is a man making a mistake in a man's world, he is judged more harshly than a woman making the same mistake in a man's world. The work by Christian Thoroughgood, from the Pennsylvania State University in the US, and his colleagues, is published online in Springer's Journal of Business and Psychology.

It is a fact that leaders do make mistakes, and these mistakes can have far-reaching negative consequences. For leaders to be effective, followers must trust their ability to make difficult decisions, execute their initiatives and act as positive organizational figureheads - it is critical that followers see their leaders as competent. So when they get it wrong, followers question their competence and are less willing to follow them and work for them.

Thoroughgood and his colleagues looked at how male and female leaders are rated, not when they succeed, but when they make mistakes. They were particularly interested in whether subordinates would perceive their leaders differently according to the type of mistake they made and their gender, i.e., a man or a woman working in either a man's world (construction) or a woman's world (nursing).

A total of 284 undergraduates from a large northeastern university in the US, who had worked on average for nearly three years, read a series of fictional emails describing a leader's behavior. They were asked to envision themselves as subordinates of the leader - either a man or a woman. In the emails, the leaders made two types of errors: task errors and relationship errors.

The participants then answered an online survey measuring their perception of the leader's competence in both task and relationship matters, their desire to work for the leader as well as their opinion of whether the leader was effective or not.

The researchers found that errors did damage perceptions of leaders who commit them. Leaders who made mistakes were viewed as less competent in both task and relationship areas and 'subordinates' were less likely to want to work for them. They were also seen as less effective.

In addition, the authors observed an effect of gender. Male leaders were evaluated more negatively than female leaders for errors made in masculinized work domains. The authors suggest that male leaders may be seen as violating expectations of male performance in this context, whereas women are expected to fail in masculine work settings.

The authors conclude: "Our results suggest that leader errors matter; errors damage perceptions of a leader's competence and follower's desire to work for them. While it is impractical to suggest leaders should attempt to avoid errors altogether, they should recognize the different types of errors they make and consider how these errors impact their followers in different ways."

There's one major drawback that jet-setters and globetrotters utilizing one of Verizon's current LTE handsets must deal with, the lack of a GSM radio frequency. It's true, while CDMA and LTE have carved out a place for themselves here in the States, when the rubber literally meets the road (or tarmac), it's a GSM world we're living in. With that in mind, it appears as though Verizon is planning to make several of its current smartphones a bit more cosmopolitan by enabling the "global" capabilities already embedded within. Blog Droid-Life is reporting that new in-store collateral for the DROID 4, RAZR and Rezound contains the tagline, "Coming Soon: Use in an additional 185 countries." The new proficiency should be made available via a software update pushed out by Big Red, although some of you may have already taken matters into your own hands. No word on what the precise definition of "soon" is, but we've reached out to Verizon for comment and will update this post with any relevant information provided.
