Ryanair to cut Stansted capacity by 9 percent

DUBLIN (Reuters) - Ryanair is to reduce its capacity at London's Stansted airport by about one million passengers over the next year after the airport increased charges by 6 percent, the airline said on Thursday.

The Irish low-cost carrier, which accounted for about 70 percent of Stansted's traffic in 2011, said that it will cut more than 170 flights a week - a 9 percent reduction.

Single-runway Stansted, based 50 kilometers northeast of central London, is Britain's fourth-busiest airport and handled nearly 18 million passengers last year.

The news came as Heathrow Airport Holdings , formerly the British airports operator BAA, completed the 1.5 billion pound ($2.28 billion) sale of Stansted to Manchester Airports Group (MAG) on Thursday.

Ryanair called on the Civil Aviation Authority (CAA) to investigate Stansted's higher increase in charges.

"Ryanair and other Stansted airlines now must ask was this surprise price increase part of a sweetener package to persuade MAG to pay 1.5 billion pounds for Stansted," Ryanair spokesman Robin Kiely said in a statement.

A spokesman for Heathrow Airport Holdings said that, as the sale of Stansted had gone through on Thursday, it was no longer in charge of the airport and would not comment.

MAG was not immediately able to comment.

Ryanair has been in a long-running pricing dispute with Stansted. In 2011 it filed a complaint with Britain's CAA and Competition Commission about charges levied by the airport.

How to meet the world's growing appetite for sustainable food production and how to create novel medical devices to improve healthcare are two of the biggest research priorities of the 21st century.

And now leading researchers from The University of Nottingham will play a larger part in tackling them, thanks to a multi-million pound grant for innovative manufacturing announced today by the government.

A new Centre for Innovative Manufacturing in Food will be led by the University's School of Biosciences with funding worth 4.5 million from the Engineering and Physical Sciences Research Council (EPSRC). The University will also be involved in a new Centre for Innovative Manufacturing in Medical Devices, with another EPSRC grant of 5.7 million for the pioneering healthcare technology of the future.

The Centres are two of four announced today by the EPSRC in a 21 million drive to develop new ways of manufacturing in the fields of electronics, lasers in production processes, medical technology and food production. It is part of a 45 million package of investments in manufacturing research announced today by David Willetts, Minister for Universities and Science.

The ultimate aim of the new EPSRC Centre for Innovative Manufacturing in Food is to ensure the long-term competitiveness and security of the UK and global food supply chain.

Leading the centre, Dr Tim Foster from the University's Division of Food Sciences, said: "Our vision is to meet the future scientific and technological requirements of the food industry from post-farm gate to supermarket shelf. To do this we need to develop world-leading technologies, tools and processes tailored to the specific needs of individual food products. Food and Drink is the biggest manufacturing sector in the UK and with an expected rapid growth in 'better value' and healthier products, particularly for the ageing population, we need to innovate to increase productivity to produce more from less while preserving natural resources like water and energy and minimise waste generation."

The University of Nottingham's Engineering Faculty was also successful in a joint bid, with Leeds, Newcastle, Bradford and Sheffield with strong support from industry, for an EPSRC Centre for Innovative Manufacturing in Medical Devices.

Professor of Materials Science and Head of Advanced Materials Research Group, David Grant, said: "The EPSRC Centre in Innovative Manufacturing in Medical Devices will research and develop advanced methods for functionally stratified design and near patient manufacturing, to enable cost effective matching of device function to the patient needs and surgical environment. The idea is to deliver the right product, by the right process to the right patient at the right time to an enhanced standard of reliability and performance.

"These innovative design and manufacturing advances will focus in the first instance on class 3 medical devices for musculoskeletal disease, where the cost of device failure and need for throughout life reliability are high. My colleagues and I are looking forward to meeting this manufacturing challenge through our expertise in novel materials and processing, imaging and modelling, and collaborating with our colleagues in the consortium in the next generation manufacturing of medical devices."

Speaking ahead of the BIS Manufacturing Summit on Thursday, Mr Willetts said: "The UK has a proud history of manufacturing but to build on this success industry needs access to the very latest science and technology. This 45 million package of investment will see our world-class research base investigating innovative new manufacturing equipment and techniques. This will support our industrial strategy in a range of important sectors, driving growth and keeping the UK ahead in the global race."

EPSRC's Chief Executive Professor David Delpy said: "EPSRC Centres of Innovative Manufacturing are building on previous investments we have made in the research base and combining academic innovation with industry knowledge. These new centres are in areas that are strategically important to the UK and the work there will push boundaries and drive growth."

(AP) ? Singer Scott Weiland said he learned that he'd been fired by the Stone Temple Pilots when the band released a one-sentence statement to the media Wednesday.

"I learned of my supposed 'termination' from Stone Temple Pilots this morning by reading about it in the press," he wrote in a statement. "Not sure how I can be 'terminated' from a band that I founded, fronted and co-wrote many of its biggest hits, but that's something for the lawyers to figure out."

The statement by the band said: "Stone Temple Pilots have announced they have officially terminated Scott Weiland." No other information was provided.

Weiland said he's focusing on his solo tour, which kicks off Friday in Flint, Mich.

Stone Temple Pilots' 1992 debut, "Core," has sold more than 8 million units in the United States. Their hits include "Vasoline," ''Interstate Love Song" and "Plush," which won a Grammy in 1993 for best hard rock performance with vocal.

Weiland was also in the supergroup Velvet Revolver with Slash and other musicians. The 45-year-old has dealt with drug addiction, run-ins with the law and two failed marriages. He released his memoir, "Not Dead & Not for Sale," in 2011.

The Stone Temple Pilots' latest album is their self-titled 2010 release.

Is historical claim behind the mystery group of (armed?) Filipinos in Borneo?

Malaysian troops are negotiating with about 100 men from the Philippines who have identified themselves as the 'royal army' of the Sulu Sultanate, which has a historic land claim to the area, say police.

It's around an hour by speedboat from Sulu in the southern Philippines to Sabah in the Malaysian part of Borneo, a route often plied by fishermen, traders, and migrants. The maritime route goes from what is the poorest part of the Philippines to eastern Malaysia, and many make the journey in search of work.

But when on Tuesday around 100 men arrived in batches to ? and depending on what account you read ? camp out in, or occupy a village called Lahud Datu, it soon become clear these weren't the usual fishermen or migrant workers.

What exactly is going on is unclear, but it has both countries on high alert. Malaysian security forces have sealed off the village, which is 300 miles from Sabah's regional capital Kota Kinabalu, a two-hour flight from Malaysia's main city Kuala Lumpur.

On Thursday, Malaysia's Home Affairs Minister Hishamuddin Hussein said that Malaysian security forces had cornered the group, said to be armed. By Friday, however, the Sabah police chief was reportedly negotiating with the men, some of whom were claiming to be descendants of the Sultan of Sulu and therefore, they said, entitled to land in this part of Malaysia.

What is the Sultanate, anyway?

The sultanate, or the territory the sultan governed, existed from the late 15th century until the late 19th century, governing Muslims spanning parts of Sulu and northern Borneo.
??
Though the sultanate is not recognized anymore internationally as a governing entity, Malaysia still pays a token "rental fee" to the heirs of the last sultan.
??
The claims could put the Philippines in an awkward position, embroiled in an unwanted territorial dispute, given that the men camped out in Lahud Datu are Filipino nationals.

Who are these men?

Though it?s unclear who this ?royal army? is, analysts are eyeing three southern Filipino militias. Militants from the southern Philippines have a history of crossing the narrow stretches of water to Borneo.

Some speculated at first that the groups' appearance had something to do with deadly clashes in early February between the Moro National Liberation Front (MNLF) and Abu Sayyaf, two Muslim armed groups from Mindanao, in the southern part of the Philippines.
??
Some Filipino media reports suggested that at least some of the men who crossed the waters to Sabah are MNLF fighters. But that has not been confirmed.
??
The MNLF signed a peace deal with the Manila government in 1996, while the Moro Islamic Liberation Front (MILF), a MNLF splinter, recently forged its own tentative peace agreement with the Filipino government (with the aid of Malaysia).
??
By far the smallest of the three groups, Abu Sayyaf opposes the agreements, as they grant autonomy to parts of Muslim Mindanao, because Abu Sayyaf has said it wants an Islamic state in the southern Philippines.
??
And Abu Sayyaf has been known to make the same crossing to Malaysia as these self-described descendants of the Sultan of Sulu, much more frequently than other groups, as they have been pursued on and off by the Filipino Army.
??
Abu Sayyaf has long been linked to Al Qaeda. It?s known for hosting the likes of Khalid Sheihk Mohammed, a central figure in the 9/11 attacks. And it is also known for taking 20 people, mainly tourists, hostage in 2000 in Malaysia.
??
These days, though, the group seems more like a criminal gang than a politically-motivated terror cell. It is currently holding, by some estimates, six foreign hostages who it likely wants to exchange for ransom, a money-making tactic used by Abu Sayyaf in the past.
??
MNLF leaders spun a recent attack on Abu Sayyaf as an attempt to crush the group, end such hostage-taking, and thus widen the appeal of the impoverished southern Philippines to tourism.
??
If this group of self described descendants are linked to either the MILF or MNLF, Manila will hardly be happy that groups with which it signed peace deals crossed to Malaysia and faced off with Malaysian soldiers. If they're linked to Abu Sayyaf, it would highlight the inability of US-trained Filipino troops to rein in the group.

Kenya: Official who oversaw 2007 chaotic poll dies

NAIROBI, Kenya (AP) ? Kenya's former electoral chief who oversaw a flawed electoral process in 2007 has died following a battle with cancer.

A family spokesman, John Musyoki, says the 74-year-old Samuel Kivuitu died Monday of cardiac arrest. The death comes one week before Kenya holds its next presidential elections, the first since a flawed 2007 vote triggered violence in which more than 1,000 people were killed and 600,000 were evicted from their homes.

A 2008 government report said the electoral commission overseeing the 2007 poll lacked independence, capacity and functionality. The report said results of that election were so perverted it was impossible to determine who won the presidency.

Kenyan leaders hope a new constitution, an improved judiciary and police reforms will help next week's election proceed without violence.

Having links to your site is like humans having air to breathe. Yes, it's that important. McConnell fires back after 'race-baiting' attack on wife

Kentucky Republican Sen. Mitch McConnell?s re-election campaign on Tuesday accused a liberal group of ?race-baiting,? after the organization, Progress Kentucky, charged that his Taiwan-born wife, Elaine Chao, had helped send American jobs to China during two terms as labor secretary.

Progress Kentucky, which is advocating for McConnell's defeat in 2014, denied its comments were racially motivated. A spokesman said the group was drawing attention to actions the Senate minority leader had taken that benefited China at the expense of American workers.

The sharply worded back-and-forth began with a Feb. 14 tweet.

The link took readers to a piece from a newsletter published by radio host Jeff Rense, accusing Chao of making "racist remarks" against American workers in a July 2007 Parade magazine article.

In that piece, Chao, who helmed the Labor Department under President George W. Bush from 2001-2009, seemed to channel overseas employers' complaints about U.S. workers.

"American employees must be punctual, dress appropriately and have good personal hygiene," she said. "They need anger-management and conflict-resolution skills, and they have to be able to accept direction. Too many young people bristle when a supervisor asks them to do something."

In a statement, McConnell campaign manager Jesse Benton said Progress Kentucky "should be ashamed of themselves" for the tweet.

"It is unconscionable that anyone would use blatant race-baiting for political gain," Benton said. "We hope all Americans can agree that these disgusting tactics have no place in American politics as we try to bring people together to solve our difficult problems."

Shawn Reilly, Progress Kentucky's executive director, rejected the charge of race-bating.

?Benton?s statements are an attempt to divert attention from the fact that Mitch McConnell has engaged in the selling of the American middle class overseas for decades,? Reilly said in a statement.

Chao, who came to the United States as a child, was the first Asian-American woman to hold a Cabinet post. She and McConnell married in 1993. She is currently a fellow at the conservative Heritage Foundation.

Progress Kentucky's Twitter feed also includes links to media interest in actress Ashley Judd, a Democrat who has said she may challenge McConnell next year. Other tweets attack McConnell as a "lying, hypocrite, obstructionist" and highlight business activities of his father-in-law, James Chao, a shipping company owner with ties to Chinese officials.

In another tweet, the group asks whether McConnell is "too close to China" and links to a piece quoting a Chinese dissident expressing concern about Elaine Chao's appointment as labor secretary. And in another, the person handling the account seems to signal uneasiness with a supporter encouraging Progress Kentucky to train its sights on Chao. It doesn't last long.

Criticism of China's economic policies is a mainstay of political discourse in Washington on both sides of the aisle?Ohio's senators, Democrat Sherrod Brown and Republican Rob Portman, have joined forces on legislation targeting what they charge are unfair Chinese business practices that cost American jobs.

Why can't Washington compromise? They're too human

WASHINGTON (AP) ? Turns out politicians are people, too, only worse.

Just ask pros who make their living in the trenches of everyday human drama such as divorce, family feuds or schoolyard scraps. They recognize in Washington's bitter budget standoff a hint of human nature as they know it, but with the crazy pumped up to absurd levels.

"We're seeing middle school behavior here," says Barbara Coloroso, who crusades against childhood bullying. Psychologist Piers Steel, an expert on procrastination, says Congress has the worst case of it he's seen. Divorce attorney Sanford Ain's assessment is blunter: "It's nuts!"

A sampling of conflict-savvy professionals and scholars interviewed by The Associated Press finds dismay that the nation is in political stalemate after two years of showdowns and near-misses for the economy. Not that these they have any easy solutions, either.

Some dream of locking up President Barack Obama and House Speaker John Boehner. R-Ohio, together until the nation's tax and spending issues are settled.

"That's my fantasy: To go into a room and tell them what to do, right or wrong, and make them do it," said Marvin McIntyre, a prominent financial adviser in the District of Columbia who writes political novels on the side.

With lawmakers and the president on the brink of yet another compromise-or-else deadline Friday, the nonpoliticians shared their take on the all-too-human behavior in Washington.

Historian Altina Waller is reminded of the Hatfields and McCoys. Of course, she would be: Waller's an authority on the deadly 19th century feud.

Despite the myth, the Hatfield-McCoy conflict wasn't primarily about clan hatred, Waller said, and she doesn't think today's acrimony between Republicans and Democrats is fully explained by partisanship or ideology.

The Appalachian feud grew out of economic anxiety as farming declined and logging and coal moved in, she said. These days, Democrats and Republicans worry about the economy and the loss of American jobs and influence to foreign competition, and blame each other.

"Like the Hatfields and McCoys," Waller said, "they are personalizing a problem brought about by larger economic forces."

Coloroso, author of "The Bully, the Bullied and the Bystander," sees too many politicians acting like the mean girl who taunts unpopular classmates in the cafeteria.

"Bullying is about contempt for the other person," Coloroso said. "Do you see how that fits with some of the people in Congress? Utter contempt, bullying, wanting to bring somebody down. You cannot resolve a major issue like a budget with name-calling, with disdain for the person you're supposed to be working with."

Ain says the political fight illustrates something he's learned in 40 years of striving to keep family law cases amicable: "If you have extreme views and won't compromise, you can't get anything done. It's going to go to war."

Yet a sudden switch to civility won't guarantee that tough decisions get made.

Human brains are wired to put off the unpleasant, says "The Procrastination Equation" author Steel.

We postpone starting a diet, put off going to the gym, keep meaning to write those thank-you notes. Congress members are masters of this.

"They're pretty much the worst, hands down, of any group we ever investigated," said Steel, who has researched procrastination for more than a decade. "They're worse than college students."

What finally gets people moving? A deadline. The paper must be written to pass the class. The house is tidied because company's coming. The expense report is finished because the boss demands it by 5 p.m.

So it makes sense to set deadlines for solving the nation's pressing fiscal problems. Only it isn't working.

Congress and the White House have lurched from the brink of default or government shutdown or "fiscal cliff" to the next potentially disastrous deadline, this time automatic budget cuts known as the "sequester." They've only achieved temporary fixes without resolving the big disagreements over the deficit, taxes and Medicare and Social Security spending. Obama calls it "drifting from one manufactured crisis to the next."

Why aren't the deadlines working?

Pushing the limits isn't always procrastination; sometimes it's strategy.

Negotiation expert Robert Mnookin points to labor disputes resolved just before the strike deadline and lawsuits settled on the courthouse steps on the eve of trial. Bargainers tend to play "chicken" like two drivers speeding toward each other in hopes the other will swerve first.

"It's often believed that you won't be able to extract the very best concession from the other side unless you are on the brink of something that's very bad," said Mnookin, chairman of Harvard's Program on Negotiation and author of "Bargaining with the Devil."

Both the Republicans and Democrats have die-hards pushing to keep charging ahead.

"It's a hugely dangerous game to play," Mnookin warns, "because people aren't always rational in their behavior."

What happens if Democrats and Republicans collide head-on this time? Some $85 billion in automatic federal budget cuts over the next seven months, with more in following years.

Obama says that would weaken the military, disrupt programs Americans rely on, eliminate jobs and weaken the economy. Boehner calls it "an ugly and dangerous way" to reduce spending. These cuts were designed to be so distasteful that politicians would agree on more rational budget-cutting to stop them.

But there's another way out. Lawmakers and Obama could agree to block the cuts, before or after they kick in, and once again postpone making big fiscal decisions that might cost some of them re-election.

That's a problem with artificial deadlines: They're hard to enforce.

Economist Christopher Kingston, whose research ranges from 19th century dueling to modern game theory, says what lawmakers need is a strong "commitment device." He cites the story of William the Conqueror burning his ships after his invading army landed in England, ensuring his soldiers couldn't retreat.

A less reliable commitment device: A shopaholic cutting up his credit cards. That works unless he gets new ones and start running up debt again.

"It's really hard to create a commitment device artificially, particularly if you don't have an external power that's going to enforce it," said Kingston, an associate professor at Amherst College.

Congress and the president have no judge, no referee, no board of directors. Washington won't hear from the voters again for two years, and even then the message may be unclear.

With human nature against them, how can politicians escape gridlock?

A few tips from the pros:

?Shock them with kindness. "Try to do something unexpectedly nice for the other side," advises Ain, and your surprised opponent may reciprocate.

?Avoid the "zero-sum" trap. Just because something is good for one side doesn't mean it's bad for the other. "There are all kinds of deals that the president and the Congress could make that would be better for the economy and the nation as a whole and in that sense would benefit them all," Mnookin says.

?Get a mediator. Maybe the special 2011 deficit committee could have reached agreement with the help of a trusted outsider. It's worth a try, Ain says, because "that works in major litigation and all sorts of situations."

?Shame the bullies. If politicians denounced their fellow party members who display contempt for the other side, Coloroso says, it would squelch the mocking tone.

America's citizens also are mostly silent bystanders right now, the author said.

"What are we going to do about it?" she asked. "Do we just stand by and shrug our shoulders?"

The Second World War was raging in Europe, Canada was at war with Germany.

In 1939, three young Germans were in United States illegally. The Americans, although they had not yet entered the war, wanted all aliens gone or imprisoned.

In California, the three young men got passage on a Greek freighter heading to Siberia. The ship stopped at Union Bay to coal at the port.

The three decided they did not want to spend the war in Russia, so they jumped ship in Union Bay. After spending a wet night wandering around in the bush, they tried to hitch a ride on the highway.

The first car that came along was a police car. They were arrested and imprisoned in the Union Bay Gaol (jail) before being sent to a prisoner of war camp in Ontario, where they worked on a tomato farm. Six years passed before they were sent back to Germany.

One of the three, Fredrick Furber, married in Germany and brought his young family to Canada, being sponsored by the farmer where he had worked as a prisoner. He gradually moved west, ending up on Vancouver Island.

His son Richard had heard the story all his life, so he and his bride-to-be, Brenda Jeeves, thought it would be neat to honour his father by being married in the old gaol at Union Bay.

Janette Glover-Geidt, chair of the Union Bay Historical Society that owns and operates the gaol as a museum, appreciated the historical significance of the request and got caught up in the excitement.

Rev. Ray Brandon fell in with the plan and performed a lovely service for the couple on Feb. 13, 2013.

San Diego mayor eyes 2024 Olympic Games

SAN DIEGO (AP) -- San Diego Mayor Bob Filner wants to join with Tijuana, Mexico, to bid on the 2024 Olympic Games.

Filner announced his intentions Friday at a ceremony in Tijuana. Tijuana Mayor Carlos Bustamante, who leaves office in December, says he likes the idea.

The cross-border area of more than 4 million people seems like a long shot for the summer games. The NFL's San Diego Chargers have considered leaving Qualcomm Stadium. It often takes more than two hours to enter the U.S. from Mexico by car.

But San Diego's new mayor says the two cities can bid competitively. Filner says the bid would force the cities to work more closely together to address infrastructure needs.

Energy leaders unveil plan to double US productivity by 2030 ...

The Alliance Commission on National Energy Efficiency Policy released a report last week with recommendations that would put the U.S. on a path towards doubling its energy productivity by 2030.

The commission, which is chaired by U.S. Senator Mark Warner (D-Va.) and National Grid U.S. President Tom King, is a diverse coalition of energy leaders that includes representatives from energy utilities, academia, industry and environmental groups. Fred Krupp, president of Environmental Defense Fund (EDF), serves on the commission.

The commission found that a doubling of energy productivity (or obtaining twice as much output from the energy we use) would reduce U.S. carbon dioxide pollution down to four billion tons per year by 2030, which is 33 percent below 2005 levels. The full report is available at energy2030.org.

?The Alliance Commission?s recommendations are an innovative approach to greatly increasing our nation?s use of energy efficiency, which represents a huge -- and largely untapped -- opportunity,? said Fred Krupp. ?Reducing wasted energy through efficiency is a true win-win solution that cuts harmful pollution and saves people money on their energy bills.?

The commission?s recommendations are wide-ranging, covering multiple sectors of the economy. The recommendations include: increased stringency of energy efficiency standards for buildings and appliances, creation of financing mechanisms that bring down the cost of energy efficiency projects, reform of utility regulatory policies to enable full use of cost-effective energy efficiency and greater support for research and development.

Achieving the commission?s goal of doubling energy productivity by 2030 would:

  • Add 1.3 million jobs;
  • Cut average household energy costs by more than $1,000 a year;
  • Save American businesses $169 billion a year;
  • Increase gross domestic product (GDP) by up to 2 percent;
  • Decrease energy imports by more than $100 billion a year; and
  • Reduce CO2 emissions by one-third.

EDF is particularly encouraged by the commission?s recommendations related to energy efficiency finance and smart grid policies, which are a high priority for EDF. The commission recommends that state and local governments work with utilities to create financing mechanisms, such as On-Bill Repayment (OBR)?programs. OBR provides a new route to funding clean energy investments at attractive terms, relying solely on private third-party financing.

O.C., California foreclosures plunge

Foreclosure starts and notices of homes scheduled for auctions plunged in Orange County and California in January, as new state laws kicked in restricting the way banks can repossess properties.

In Orange County, notices of default, the first step in the foreclosure process, dropped 57 percent from December and 77 percent year over year, while notices of trustee sales, or auctions, declined 41 percent from January and 65 percent year over year, data from ForeclosureRadar.com shows.

The Homeowners Bill of Rights, championed by California Attorney General Kamala Harris, includes a restriction on "dual tracking" ? when a lender forecloses on a home while the struggling owner is in the midst of seeking a loan modification or other type of assistance.

Statewide, default notices plummeted 61 percent from December and 78 percent year over year, and auction notices fell 35 percent from December and 66 percent year over year, the data showed.

Lenders filed 4,500 notices of default statewide in January, the lowest levels since ForeclosureRadar.com started tracked the data in September 2006. That number sharply contrasts with 20,141 notices filed in January 2012.

"While there are many forces conspiring to slow the number of foreclosures, the big drop in January appears to be a result of the California Homeowner Bill of Rights, which took affect January 1, 2013," said Sean O'Toole, CEO and founder of ForeclosureRadar.com.

But, he said, "Like most laws to date, this one does delay the foreclosure process, but does little to help homeowners with the real problem, negative equity."

The Homeowners Bill of Rights, championed by California Attorney General Kamala Harris, includes a restriction on "dual tracking" ? when a lender forecloses on a home while the struggling owner is in the midst of seeking a loan modification or other type of assistance.

The law also says homeowners must be provided with a single point of contact as they navigate the system and try to keep their homes, and that banks must verify mortgage documents before a foreclosure.

New consumer protections also were created on the national front. In February 2012, 49 state attorneys general reached a $25 billion settlement in a lawsuit accusing the nation's major lenders of abusive mortgage servicing and foreclosure practices. As part of the settlement, lenders agreed to restrict dual tracking. The restriction took effect in October.

The $25 billion national mortgage settlement is the largest consumer financial protection settlement in U.S. history. The settlement also requires the banks to regularly report how they are complying with the agreement, which was approved by a federal judge and is akin to a court order.

In January, federal regulators announced that 10 big U.S. banks and mortgage companies agreed to pay $8.5 billion to settle complaints that they improperly foreclosed on some homeowners.

About 11 million homeowners in the U.S. have negative equity, owing more on their mortgages than the properties are worth.

In the third quarter of 2012, 96,706 Orange County homeowners had negative equity, Irvine-based data firm CoreLogic reported. That was 15,574 fewer than the number that were under water at the start of the year, due to rising home prices.

Underwater homeowners' choices include continuing to pay the mortgage, negotiating a loan modification, selling at a loss, or going through a foreclosure or short sale for less than the amount owed on the loan.

Wisconsin scientists help search for alien life

(AP) ? Scientists at the University of Wisconsin-Madison are helping search for evidence of alien life not by looking into outer space, but by studying some rocks right here on Earth.

Some of the rocks are up to 3.5 billion years old. The scientists are looking for crucial information to understand how life might have arisen elsewhere in the universe and guide the search for life on Mars one day.

"There's a story always hidden in rocks," said geoscientist Clark Johnson, the lead investigator for the Wisconsin Astrobiology Research Consortium. "... It's up to (geologists) to be clever enough to find the tools that we need to interrogate those rocks to find what story they preserve."

The project is funded through NASA, which provided a $7 million, five-year grant that started in January. It was the group's second five-year, $7 million grant.

The consortium includes about 50 staff, students and post-doctoral fellows from 24 institutions in five countries. About 25 of the participants are at UW-Madison.

The consortium has been tasked with finding footprints of biological activity, or biosignatures, which are substances such as elements or isotopes that show evidence of ancient life. The scientists are looking for microscopic signs of life, including microbes, which are bacteria, and other tiny, one-celled organisms that are much more adaptable than more complex organisms.

The team is also sending microbes into Earth's orbit on the International Space Station to see how they react to radiation and a space environment.

In the process, they are learning more about Earth's history. They've found new details of microbial life that dates back 2 billion to 3 billion years, before the planet's atmosphere contained oxygen. They've found that microbes then relied more on iron than sunlight for energy.

Eventually their work will be used to interpret data brought back from Mars by the six-wheel spacecraft Curiosity, which landed in August on a two-year mission to determine whether the environment was ever favorable for microbial life. Their work will also be used to prepare for future Mars missions.

"It may be that planets spent a long time in a microbial life condition and then only rarely evolved to advanced multicellular complex life," Johnson said. "That's one of the hypothesis we would test."

Edward Goolish, acting director at the NASA Astrobiology Institute, said the project supports one of NASA's major goals to find life or the potential for life elsewhere.

The project's results will provide a quantitative understanding of how life is preserved, he said.

"At the same time (Johnson's team is) contributing an immense amount to the understanding of life on Earth, which is equally important to astrobiology and science in general," he said.

On Monday, McNamara may have broken his own record for the largest wave ever surfed. McNamara returned to Nazar?, Portugal, where he set a record a little more than a year ago.

As The Christian Science Monitor reported last May: The Guinness World Records recognized a 44-year-old Hawaii pro surfer for catching a 78-foot wave off the coast of Portugal, saying the November [2011] feat beats a 2008 record for the biggest ridden by more than 1 foot.

Nazare is known as a prime spot for big rides.? The waves roll in off the Atlantic Ocean and travel along an undersea canyon that generate some of the biggest waves on the planet. The Nazare canyon is about 16,000 feet deep in places, and about 140?miles long.

On Monday, :"The conditions in Nazar? were heavenly perfect. Light southern winds and strong swell coming from northwest and hitting the local canyon as it should," according to SurferToday.com.

McNamara is waiting confirmation of the size of the latest wave and whether a new record was set.

McNamara, who began surfing at age 11 and went pro at 17, said the achievement became more important to him when he realized it could help him urge more people to follow their passions.

"The world would be a much better place if everyone was doing what they wanted to do," he told the Associated Press last year after he set the record.

Fla. kidnap suspect stabs officer, flees in Texas

A prisoner convicted of kidnapping and sexual assault stabbed one of two police escorts and escaped in the Dallas area as he was being transferred from Florida to Nevada, police said Tuesday.

A manhunt is under way for Alberto Morales, 42, who somehow obtained a sharp object and stabbed the officer once in the neck and three times in the back Monday night outside a store in Grapevine, city police Lt. Barry Bowling said.

The two Miami-Dade Police officers initially had been escorting Morales to Las Vegas by plane on Monday, but he became irritated and had a "behavior problem" on the flight that Bowling said he thought had originated in Miami. The officers rented a vehicle at Dallas-Fort Worth International Airport with the intention of driving the nearly 1,200 miles to their destination, he said.

It wasn't clear why Morales was being transported to Nevada.

The officers stopped at a store in Grapevine, northwest of Dallas, and one went inside. This is when Morales, who was convicted in Florida of kidnapping, burglary and sexual assault charges, somehow obtained a sharp object and stabbed the second officer. He then fled the vehicle, possibly with his hands still shackled to his belt, Bowling said.

The wounded officer was in stable but critical condition and is scheduled for surgery Tuesday. His name hasn't been released.

Morales is 5-foot-7 and weighs 175 pounds, according to Florida corrections records. Bowling said the search for him is contained to Grapevine. The U.S. Marshals Service is assisting with the search.

No additional information was immediately available early Tuesday from Miami-Dade Police.

Sony Xperia Z video camera?s low-light performance compared to the Galaxy Note 2 and Nexus 4

The hotly anticipated flagship device from Sony has been the spotlight for all the good reasons lately. First it was the Sony Xperia Z?s camera burst mode that impressed and now, the smartphone?s video recording has been compared to that of Galaxy Note 2 and Nexus 4 in a video.

In a video taken in the dark hours, Sony Xperia Z?s camera tends to consistently resolve more detail than the Galaxy Note 2 and the Nexus 4. Its autofocus tends to hunt quite more than the other two, resulting in the occasional out of focus frames, but it doesn?t seem too bad. The video also switches audio between the smartphones and compares the audio quality between the heavyweights, although it?s hard to judge which one has the advantage there.

The video also shows what the HDR mode of the Xperia Z can do, but since low-light is not where that feature gets to shine, its performance is hardly what you?d call impressive.

Novo Nordisk shares tumble on drug review setback

(AP) ? Shares of Novo Nordisk are sinking in premarket trading after the Danish drugmaker said U.S. regulators want more data before they can finish their review of two long-acting insulin drugs to treat diabetes.

The company said Sunday the Food and Drug Administration requested information from a study that looks at cardiovascular health before it can finish reviewing Tresiba and Ryzodeg, which both use the insulin degludec.

Novo Nordisk says it was disappointed by the decision. The company plans to provide the requested data, but it probably will not be able to do that this year.

U.S.-traded shares of Novo Nordisk tumbled more than 12 percent to $168.90 in premarket trading Monday.

Demand for diabetes drugs is climbing as rising instances of obesity are causing an explosion of diabetes cases globally.
