Security Council debates Palestine (Politico)
The United Nations Security Council began wrestling behind closed doors Monday afternoon with a request to admit Palestine as the newest member country of the United Nations.
The 15-member Security Council convened around 3 p.m. to take up the application for membership that Palestinian Authority President Mahmoud Abbas submitted Friday after addressing the U.N. General Assembly in New York.

The U.S. has vowed to veto the application if it is poised to pass but would prefer to avoid such a high-profile showdown ? and the likely negative reaction from many Arab and Muslim countries.
Palestinian officials said earlier Monday that they are still hoping for a quick vote on their bid.
?We are hopeful that the process that will start a few minutes from now in the [Security Council] chamber will result in fast action,? Riyad Mansour, the head of the current Palestine ?observer mission? at the U.N., told reporters as the session began. ?We hope the Security Council will shoulder its responsibility and address this application with a positive attitude.?
However, Mansour warned that U.N. Security Council members, including Bosnia, Gabon and Nigeria, are facing intense pressure to shelve or reject the Palestinian application. The Palestinian diplomat referred vaguely to the source of that pressure, but the United States has been a leading voice of opposition to the Palestinian pursuit of statehood through the U.N.
?We all know ? this is an exercise where there will be tremendous pressure by a number of countries on the members of the Security Council,? Mansour said. ?We know we are not the only players in this game. There are others who are applying pressure on members of the Security Council.?
Mansour also called the U.S. threat to veto the statehood bid ?not congruent? with Obama?s public statements supporting the so-called Arab Spring democracy movement.
State Department spokesman Mark Toner said Monday that he had no details on what specific action the U.S. planned to urge at the Security Council session. However, he said the U.S. focus is on persuading the Palestinians and Israelis to accept the timeline and framework for peace talks laid out on Friday by the Quartet ? the U.S., European Union, Russia and the U.N.

RAMALLAH, West Bank (AP) ? Thousands of Palestinians cheering and waving flags gave President Mahmoud Abbas a hero's welcome in the West Bank Sunday, as he told them triumphantly a "Palestinian Spring" had been born following his historic speech to the U.N. last week.
Abbas' popularity has skyrocketed since he asked the U.N. on Friday to recognize Palestinian independence, defying appeals from Israel and the United States to return to peace talks. His request has pushed the region into uncharted waters, and left the international community scrambling over how to respond.
Thousands of people crowded Abbas' West Bank headquarters in the city of Ramallah to get a glimpse of the 76-year-old president upon his return from New York. Abbas was uncharacteristically animated, shaking his hands and waving to the audience.
Abbas compared his campaign to the Arab Spring, the mass demonstrations sweeping the Arab world in hopes of freedom, saying that an independent Palestinian state is inevitable.
"We have told the world that there is the Arab Spring, but the Palestinian Spring is here," he said. "A popular spring, a populist spring, a spring of peaceful struggle that will reach its goal."
He warned that the Palestinians face a "long path" ahead. "There are those who would put out obstacles ... but with your presence they will fall and we will reach our end."
The Palestinians want an independent state in the West Bank, east Jerusalem and the Gaza Strip, territories captured by Israel in the 1967 Mideast war.
Israel says it's ready for peace talks, but has rejected Palestinian calls to freeze construction of Jewish settlements in lands claimed by the Palestinians. Israeli Prime Minister Benjamin Netanyahu has also rejected Palestinian demands that the borders between Israel and a future Palestine be based on the 1967 pre-war lines.
Abbas last week asked the U.N. Security Council to grant the Palestinians full U.N. membership. The Security Council is expected to study the request for several weeks before making a decision, though the U.S. ? Israel's closest ally ? has promised to veto the request if it proceeds.
As an alternative, the Palestinians say they will seek lesser observer status in the General Assembly ? short of full statehood but a position that would allow them to join international bodies where they could push their agenda against Israel.
The U.S., like Israel, says it is committed to Palestinian independence, but that direct negotiations, not a U.N. vote, is the only way to resolve the conflict.
A U.N. recognition will not change the situation on the ground, or resolve key issues like the fate of Palestinian refugees or the dueling claims to Jerusalem. But the Palestinians believe an international endorsement will boost their negotiating position should talks resume.
The international Quartet of Mideast mediators ? the U.S., EU, Russia and U.N. ? last week issued a statement calling for a resumption of peace talks without preconditions and a target for a final agreement by the end of 2012.
Abbas has signaled he will reject the Quartet's plan, while Israel has hinted it accepts it.

Motherhood: First Restaurant Trip | Mallerys Deals
I finally built up to courage to take the baby to a restaurant last night! ?I am slowly getting over the anxiety of having a fussy baby in public so last night was perfect to test the waters because I had lots of other people there to hold the baby if I needed someone too. ?We went to Applebees because they are pretty kid friendly and it was a place that I could still have a drink.
I was a little worried because he was giving me his tired cues before leaving so I was unsure if he would just be a crab apple because he wasn?t sleeping or what. ?I nursed him and fed him a bottle before we left and I made sure he was dry and off we went! ?He loves the car so much that he fell asleep on the way there even though it was maybe 10 minutes away.
Once we got there he was asleep for a little bit still in his car seat which was perfect. ?Then he woke up and just sat in his car seat longer looking all around quietly! ?It was bizarre because he normal creates a stink if he is in that seat and not in the car. ?I love that he is finally content just looking around. ?Even though I contribute part of my weight loss to him needing me to walk him around all of the time when he was younger. ?Now I feel like I am going to put weight back on because we don?t move around so much! ?How bittersweet!
It was my friend Matt?s birthday so we told the Manager that it was and he wanted his birthday shooter and song. ?Well that is where we almost had a problem. ?Little Mike was slightly startled by the clapping and increase of noise especially since they were standing behind him and he couldn?t see what was going on. ?He made the pouty face and calmed down before getting upset.
The boys kept talking about gambling online and playing roulette for a living while we were at dinner. ?I can?t believe how much money they have recently won playing roulette! ?I don?t see them having a future in gambling for a living but they can hope!
He made it to 9:30 at Matt?s house too and we had to go home because he wanted to go to bed. ?I don?t blame him though because I was tired too! ?It is nearly impossible to put a baby to bed at someone else?s house when they have a 3 year old and a bunch of adults being loud. ?He must have been stimulated just enough though because he slept from 11pm-6:45 am and that happens to be his longest stretch of sleep in the whole 2 months of his life!

Dugard sues feds over failure to monitor abductor (AP)
MENLO PARK, Calif. ? Jaycee Dugard sued the federal government Thursday for failing to monitor the convicted sex offender who kidnapped her and held her captive for 18 years.
The complaint filed in U.S. District Court in San Francisco said the mistakes by federal parole officers in the handling of Phillip Garrido's case are as "outrageous and inexcusable as they are numerous."
Had federal parole officers done their jobs, Dugard's lawyers allege, Dugard and her daughters would not have had to endure their years of captivity in a ramshackle compound tucked inside Garrido's Antioch backyard.
Garrido, who was convicted in 1977 of raping and kidnapping a 25-year-old woman, was on parole and under federal supervision when he kidnapped Dugard in 1991. He fathered Dugard's two children while he and his wife, Nancy, held her captive. The pair was been sentenced to prison after pleading guilty to kidnapping and rape charges in the case.
The complaint alleges that the federal government's negligence allowed Garrido to be free to kidnap Dugard. The complaint said federal authorities were aware he was still dangerous yet failed to revoke his parole and send him back to prison.
The complaint lists a number of incidences of alleged misconduct by federal authorities from failing to get Garrido proper mental health treatment to not providing adequate information to state authorities when he was transferred to their charge.
It says Garrido tested positive for drugs and alcohol while on parole, a violation for a sex offender, but was never punished. It also says authorities ignored reports of sexual misconduct, including a complaint that Garrido showed up at his former victim's work and made an "alarming" comment to her.
"Inexplicably, the federal parole authorities responsible for Garrido's direct supervision disregarded the victim's concerns as mere hysteria," the documents say.
After the incident, Garrido's counselor recommended electronic monitoring, but his parole officer disregarded it as "too much of a hassle," according to the complaint.
The documents also allege federal parole officers did not follow up on a sexual harassment complaint by one of Garrido's co-workers.
"With this type of resume, it is hard to imagine that Garrido, a parolee classified as `High Activity' supervision, would have received anything other than the utmost scrutiny and supervision by federal parole authorities," the complaint says. "Garrido, however, received nothing of the sort."
The documents say authorities went several months without checking on him and visited his residence less than a dozen times in the 10 years they supervised him.
"Had federal parole authorities demonstrated a modicum of vigilance ... Jaycee and her daughters would not have been forced to endure a virtual lifetime of physical and mental abuse," the lawyers said.
Dugard is seeking unspecified damages from the federal complaint that she says she will donate to her nonprofit organization to help other victims.
She and her daughters already have received a $20 million settlement from the state of California for the failings of its law enforcement. The state took over Garrido's parole supervision in 1999.
Dugard, who was kidnapped when she was 11 years old, was reunited with her family in August 2009.

special education issues : I am 13 and was in special ed until second grade. My teachers and parents have helped me a lot and I have slowly worked up to getting strait As in school. Now I help tutor the special ed class for math in the morning, during the school year.
I was wondering?
1) Why do some people not accept special ed kids?
2) How do they get into special ed in the first place?
3) Why is it that some people like me are really successful and some don?t quite make it?
I feel really guilty sometimes for getting through my learning disability. Like maybe I didn?t deserve it. I have learned a lot from tutoring but still have a few questions that I am too afraid to ask the teacher.

1. Some people just do not understand those that are different from themselves. It is their personal problem.
2. You are placed into special services through a recommendation from your teacher, testing, and other input from guidance, etc. If you are falling behind in even one area, you can qualify for special help in that area. Generally, your classroom teacher makes a recommendation and then the process begins.
3. Sometimes students struggle in say, only reading. Perhaps a student has a condition that is holding them back. Special services tries to find the best way to teach the student. If they can do that, some students like yourself are able to stop receiving special services. Others just have greater disabilities that are harder to overcome.
Finally, don?t feel guilty about anything. Continue to work hard and to help others.

You sound like a very intelligent young woman. I am a special education teacher and I can tell you that there are kids in special education classes simply becuase the adults around them don?t want to put in the extra work to help them. Others have a REAL need to be there.
There are many MANY studies going on right now on why some people succeed and some dont. There is a great book on just that subject. It is called ?The Flip Side? by a man named Flip Flippen. He talked to people from many different walks of life and explores this question in detail.
Good luck to you and DONT EVER feel guilty for being a success. There will always be jealous people who won?t want to see you succeed. Don?t let that hold you back.

BRICS to consider euro bonds plan: South Africa's Gordhan (Reuters)
WASHINGTON (Reuters) ? A meeting of emerging economies on Thursday will consider a Brazilian proposal to buy European bonds to help crisis-hit euro zone countries, South Africa's Finance Minister Pravin Gordhan said on Wednesday.
But Gordhan said it was just one idea that would be examined during the meeting in Washington of BRICS countries Russia, India, China, Brazil and South Africa.
"It is something we will have to evaluate," Gordhan told a news conference. "Those of us that have the ability to contribute to that should perhaps consider that," he added.
He said it was more important for emerging and developing economies to work together within the Group of 20 to find a global solution to the euro zone sovereign debt crisis.
"At the end of the day buying European bonds is just one idea, but more importantly is that we reestablish levels of cooperation and give-and-take that we established post 2008 because that is what we require again," Gordhan said.
"We will examine what is it as BRICS and emerging markets we need to contribute into an overall solution that will take the globe into a more stable direction," he added.
Gordhan said IMF First Deputy Managing Director David Lipton told a meeting of Commonwealth finance ministers in Washington earlier in the day that solutions would be forthcoming "within the next few days."
"We were informed that there are some solutions coming up in the next few days and we certainly look forward to that from some of the G7 countries," Gordhan added.
He said the lack of decisive answers to the euro zone crisis was prolonging the perception of increasing risk.
"What Europe requires is a well-established fact by Europeans themselves and it's not for us to tell them what to do," he said, "The only question is when can they cross the bridges they need to cross and how can all the rest of us collaborate with them?" Gordhan added.
The South African rand has been battered by risk aversion as concerns over the euro zone have increased and investors have dumped emerging market assets. The currency extended losses to 3.6 percent against the dollar on Wednesday, hitting 7.73 to the dollar, its weakest since July 6, 2000.
"It's a reflection of what is happening in the rest of the world and we are feeling the impact," Gordhan told Reuters when asked about the rand's weakening.

Oil falls sharply on global economic worries
NEW YORK (AP) ? Oil prices tumbled 5 percent Thursday after some of the world's top financial officials gave a gloomy reading on the international economy.
Oil, a bellwether that tracks the market's mood, has dropped 29 percent since April as high unemployment, weak consumer confidence and expensive gasoline slowed down global growth.
Investors were hoping that the Federal Reserve would come up with a strategy this year to give the economy a boost. But the Fed gave little comfort following its two-day meeting this week. The central bank plans to push long-term interest rates lower, but investors said it would do little good with interest rates already near record lows.
Analysts focused instead on the Fed's bleak outlook, which pointed to continued weakness in the job market and only modest increases in household spending.
Separately, the departing chief economist of the European Central Bank warned that heavy government debt threatened the euro.
"This is just sudden and strong confirmation that the economy is not improving," said Michael Lynch, president of Strategic Energy & Economic Research. "Energy demand is going to be very poor."
Benchmark crude on Thursday plunged $4.40, or 5.1 percent, to $81.52 per barrel in New York. It fell as low as $80.25 earlier in the day, the lowest since Aug. 19. Brent crude, which is used to price oil that's produced in foreign countries, fell $4.11, or 3.7 percent, to $106.25 in London.
Tom Kloza, publisher and chief oil analyst at Oil Price Information Service, said oil prices are falling with stocks and other investments.
"This is part of a huge sweeping wave of deflation that's hitting every major asset," Kloza said.
FedEx Corp., the world's second biggest package delivery company, cut its earnings expectations on Thursday because of the weak economy. FedEx said consumer demand for technology and electronics products from Asia is falling. It echoed similar concerns raised last week by rival United Parcel Service Inc.
Meanwhile, U.S. gasoline prices fell more than a penny on Thursday to $3.556 per gallon, according to AAA, Wright Express and Oil Price Information Service. A gallon of regular has fallen from a high near $4 per gallon earlier this year, but the national average is still almost 84 cents more than a year ago.
In other energy trading, heating oil fell 9 cents, or 3 percent, to $2.8483 per gallon, and gasoline futures gave up 9 cents, or 3.3 percent, to $2.5779 per gallon. Natural gas lost 1 cent at $3.724 per 1,000 cubic feet.

ScienceDaily (Sep. 20, 2011) ? The first comprehensive inventory of epigenetic changes over several generations shows that these often do not last and therefore probably have limited effects on long-term evolution, according to scientists in Germany.
Jean-Baptiste Lamarck would have been delighted: geneticists no longer dismiss out of hand his belief that acquired traits can be passed on to offspring. When Darwin published his book on evolution, Lamarck's theory of transformation went onto the ash heap of history. But in the last decade, we have learned that the environment can after all leave traces in the genomes of animals and plants, in form of so-called epigenetic modifications. Scientists at the Max Planck Institute of Developmental Biology in Germany have now produced the first comprehensive inventory of spontaneous epigenetic changes.
Using Arabidopsis, the workhorse of modern plant genetics, the researchers determined how often and where in the genome epigenetic modifications occur -- and how often they disappear again. They found that epigenetic changes are many orders of magnitude more frequent than conventional DNA mutations, but also often short lived. They are therefore probably much less important for long-term evolution than previously thought.
A team led by Detlef Weigel, director of the Department for Molecular Biology, focused on one of the most important epigenetic marks, methylation of DNA. Tiny chemical building blocks, methyl groups, are thereby attached to individual letters of the DNA, mostly to cytosines. The genetic information itself in form of the four different letters or nucleotides that make up the genetic code remains unchanged in this process.
To determine the rate and distribution of methylation changes in the genome, the German biologists looked at ten Arabidopsis lines. These lines came from the same stock, but had been propagated independently for 30 generations by self-fertilization. In the genome of the last generation the scientists then searched for differences in the methylation pattern in comparison to the common ancestor. They produced for each individual a complete map of methylated cytosines in the genome, the so-called methylome.
"For each line, we were able to look at about 14 million cytosines," said Claude Becker, a member of the T?bingen team. On average, every plant had almost 3 million methylated cytosines. The vast majority of these were the same in all lines, but about 6 percent had changed since the lines had become separated. At these positions, at least one of the individuals was different, with either methylation gained or lost relative to the ancestor. Each of the lines had about 30,000 such epimutations, which was 1,000 times more than DNA mutations.
With 30,000 epimutations after 30 generations, the geneticists had expected that 1,000 epimutations occurred in each generation. When they directly compared parents and their immediate offspring, they were surprised to find that the epimutation rate was three to four times as high.The scientists concluded that many epimutations are apparently not stable and return to their original state after a few generations.
Thus, averaging the mutation rate over many generations is misleading. Becker's colleague J?rg Hagmann therefore cautions not to overestimate the importance of DNA methylation during evolution: "Our experiments show that methylation changes are often reversible." In other words: New epimutations are often not maintained over the long term. "Only when selection wins out over reversion can these epimutations affect evolution," says Hagmann. A new epimutation thus must have a strong evolutionary advantage so that it can become established before being lost again. Because reverse mutations do not necessarily happen in the next generation, it is still possible that epigenetic differences contribute to inheritance of traits between parents and their children or grandparents and their grandchildren.
Another difference to ordinary mutations is that epimutations do not occur randomly, but often at the same places in the genome. While genes were disproportionately often affected, methylation of mobile DNA elements, transposons, was very stable. This appears to make sense, since it was already known that artificially induced loss of methylation has a much greater effect on the activity of transposons than of regular genes.
More important than the state of individual cytosines is probably the methylation of larger segments of the genome. "In each plant we found only about 30 such regions in which they differed from the other lines," explains Becker. Hagmann adds: "Such whole-sale epigenetic changes appear to be as rare as true DNA sequence mutations." These differences can nevertheless appear very rapidly. The biologists discovered one region that first lost its methyl groups, only to become completely remethylated in the next generation.
What makes epigenetics interesting for human health is the fact that some epigenetic changes can be triggered by external factors. There is evidence that nutrition or the bond between children and their parents can leave traces in the genome that can be passed on to the next generation. The limited stability of DNA methylation implies, however, that such differences do not necessarily last forever, which is probably not a bad idea because a famine might not last forever. It also means that altered DNA methylation often cannot become subject to natural selection.
The results of the Max Planck scientists demonstrate that epigenetic differences can also arise spontaneously, without drastic changes in the environment. After all, the growth conditions in the green house, where each of the 10 lines was propagated, were constant. This opens the door to further speculation. "We suspect that the epimutation increase is higher and more variable when plants grow in nature, where they are stressed all the time," says Becker. If this were paralleled by an even higher reversion rate, then the importance of epigenetics for long-term evolution would be even lower.

Two year earlier Triumph had launched the classic Herald saloon whose bodylines designed by Italian Giovanni Michelotti led to great sales success that lasted in the 1970s.
With this in mind Triumph, which had just been bought by Leyland Motors, had asked Michelotti to come up with a new sports car to replace the aging TR3 whose shape dated back to 1953 and the earlier TR2.
Distinguished by its curvaceous bodywork and bonnet hooded headlights attached to the chrome grill, mechanically the new car was similar to the TR3, however the new technology of an all synchromesh four speed manual gearbox with optional overdrive was installed.
This meant that although the TR4 had essentially the same four cylinder overhead valve 2138cc engine as its predecessor, it was a foot longer and had a wider wheelbase. The TR4 produced 100 bhp at 4600 rpm and was capable of a top speed of 102 mph. There was an option to buy the car with the old 1991cc engine for racing in sports car classes under 2000cc.
The car had a good performance for its time and could accelerate from 0 to 60 in 11 seconds and averaged around 25 miles per gallon.
In 1965 after selling 40,000 cars, the TR4 was upgraded to the TR4A.
Although outwardly similar in appearance with the exception of a walnut veneer dashboard, the TR4A was mechanically much different with the arrival of semi trailing arm independent rear suspension incorporating a new rear axle, which had been tested on the Triumph 2000 saloon since 1962. The aging pushrod engine was also upgraded with the addition of a new camshaft design which increased the car?s top speed to 110 mph.
The TR4A produced 104 bhp at 4700 rpm and was not as efficient on fuel consumption. The TR4A also included the famous Michelotti ?Surrey top?, a semi-convertible roof with a rear roll bar window and was also the last Triumph model to carry the original Triumph Globe badge on the bonnet.
The Triumph TR4 and TR4A were manufactured at the firms Canley works in Coventry from 1961 until 1967. In all 68,718 units were produced mostly for the US and European markets. Not cheap in relation to its domestic competitors such as the MGB the car was priced at ?1,106 on the road.
